    He was a US Navy Captain who died in Scotland while serving as Commanding Officer of USS Black Hawk (a tender) and
    Commander of all mine sweeping in the North Sea after World War I. He was killed in an auto accident that occurred on 4
    August

    1919 and died on 5 August on board the Black Hawk, and was to be interred at Washington DC. (not in Arlington National
    Cemetery per call 12/28/01) He was an "aid to President Roosevelt" in 1905 when stationed in Washington D.C. per the
    Washington Post article. The Virginia City Chronicle article says he was "personal aid to the president and only recently he was
    presented to King George [the?] of England and others interested in clearing the North Sea of mines." He was
    United States naval representative at a conference which met at the British Admiralty to consider clearing the seas of mines after
    World War I and on 5 January 1919 he assumed command of that operation. His zeal and courage, combined with a
    sound knowledge of his profession, contributed greatly to the success of the mine force. His home at the time of this death was
    1302 Eighteenth St NW, Washington DC
    Alice Phillis Anderson: I was a little kid. When they visited, we had to get all shieked up. Aunt Allie would get the dining room all
    laid out with their best stuff. Even at my age I could see they were drinkers from the bloated look to

    him. I remember his rank as Lieutenant Commander.
    Raised by Bessie as mother died young (not sure I agree with this as his mother seems to have still been alive per the wording of
    the Washington Post article: i.e., they didn't say "the late" Jane Anderson Bulmer as they did for his wife's

    father. However, the Virginia City article does not mention her in any way which could mean she had died.)
    He was born in 1875, the same year that Virginia City burned. Over 2000 buildings were destroyed, although the city was rebuilt
    within a year. So, his parents most likely lived through the fire. When did they arrive in Virginia city? Why

    did they come? The Comstock Lode was in its hey-day. Did they come hoping for wealth?
